THE COUNCIL

(1).
The entire management of the affairs of the Association shall be deputed to a council comprised of not more than twelve (12) elected members who shall be elected from the Full Members only, and any such Full Member shall be an active shooting member. A member elected to the Office of Vice-Chairman may be elected to hold a second office.

The Council shall comprise:

i The Officers of the Association.
ii Members elected at an Annual General Meeting.
iii In addition the following organizations will be invited to nominate a representative with voting rights:

The Barbados Defence Force.
The Royal Barbados Police Force.

(2). They shall hold office until the Annual General Meeting in each succeeding year when they shall retire, but shall be eligible for re-election. Should a greater number than are hereby provided for be proposed, the election shall be by ballot. At all meetings of the Council six (6) members shall form a quorum. Any vacancies on the Council may be temporarily filled by the 
Council.

(3). The Council shall have and exercise the following powers, authorities, and functions concerning the Association:

To elect members of the Association and manage the affairs and business of the Association.

The arrangement, sanction, ratification and settlement of all financial matters of the
Association.

The institution and defense of all legal and equitable proceedings for or on behalf of the
Association.

Full and absolute power to purchase, take on lease, sell, mortgage, and/or rent both real and personal property of the Association, to invest any monies or funds of the Association in any securities ft may think fit, and to apply and appropriate such property or the proceeds or
income there from for the benefit of the Association.

The appointment of any person or persons to represent the Association whenever it may be necessary that the Association should be represented.

The appointment of any person or persons to act as Range Officer or Range Officers for the purpose of supervising and controlling any of the shooting activities of the Association and power to also delegate to such person or persons the fullest powers of dealing with and controlling the conduct of all members and other persons during any shoot held under the auspices of the Association.

The appointment and dismissal, and the fixing of the remuneration of all salaried and other employees, attendants of the Association, at its pleasure, subject to that member's right to appeal.

The election of any person to Honorary Membership of the Association in accordance with these rules.

Full power to suspend all or any of the rights or privileges of any member of the Association, at its pleasure, subject to that member's right of appeal

Power to strike off the name of any member from the membership of the Association for non-payment of subscriptions.

Power to transfer the name of any member from one class of membership to another.

The appointment of any sub-committee, or sub-committees of one or more members of the Association, as it may consider necessary with powers to delegate all or any of its powers or authorities to any such sub-committee or sub-committees.

Powers from time to time to make such bye-laws and regulations with regard to the management and administration of the Association, the procedure and the conduct of meetings of the Council or with respect to any competitions sponsored or organized by the Association as it may deem expedient with power to revoke and amend the same and to settle all disputes connected therewith.

The general conduct of all matters or affairs of the Association and subject to these rules, the performing of all things as shall appear to be necessary and expedient for giving effect to the objects of the Association.

Meetings of the Council should be convened by the Secretary at least once every two months. Other meetings shall be convened by the Secretary on the request of the Chairman, or three other members of the Council.

Seven days written notice of any meeting of the Council shall be given by the Honorary Secretary to the members of the Council.

The Honorary President may be invited to attend any meeting of the Council as an ex-officio member.

The Chairman at any meeting shall be entitled to an original vote as well as a casting vote, the latter of which he may exercise in case there shall be an equality of votes on any motion.

Should any Officer or Member of the Council cease to be a member of the Association or absent himself from three consecutive meetings of the Council without reasonable excuse or should any vacancy occur among the Officers or Members of the Council, due to death, resignation, absence from the Island, or other cause, the office of such Officer or Member shall be filled by the Council until the next Annual General Meeting or for such shorter time as the Council shall prescribe.

Any such vacancy arising from circumstances outlined in 6-3(s) will be filled only from the eligible Full Members as per 6(l).
